Well the amount is up to you, but remember that tetras are schooling fish. They like to be in groups. The bigger the better. In a 20 gallon it sort of limits the amount you can get, but for black skirts try more than 6. As for the others try to keep around at least five of each. Tetras tend to be active. So make sure that they have enough room to swim.
