Should a person that engages in a risky activity pay for their rescue?

Yes. In Arizona we have, for lack of knowing the official name of the law, the "Stupid Law". Basically if you do something stupid and need to be rescued you pay for it. The majority of cases there pertain to people ignoring the "Do Not Cross When Flooded" signs near washes during the monsoon.
